Mayor, Councillors Urge Chandigarh-Specific Land Pooling Policy

Delegation meets UT Administrator, highlights need for structured urban planning in Chandigarh’s expanding peripheral zones.

Chandigarh, July 11, 2025: Chandigarh Mayor Harpreet Kaur Babla, along with a group of Municipal Corporation councillors, submitted a memorandum to UT Administrator and Punjab Governor Gulab Chand Kataria demanding the implementation of a land pooling policy tailored for Chandigarh, modeled after those in Delhi and Haryana.

The delegation—comprising councillors Satinder Singh Sidhu, Bimla Dubey, Gurcharanjit Singh, Jeet Singh Behlena, and Bal Krishan Rana—met the Administrator at Punjab Raj Bhawan and raised concerns about the growing urban development challenges in peripheral areas like Sarangpur, Dhanas, Manimajra, Dadumajra, Maloya, and nearby villages.

The memorandum emphasized that Chandigarh lacks a formal land acquisition framework, hindering inclusive urban planning. The councillors advocated for a transparent, participatory policy that balances the rights of landowners with the city’s need for organized growth.

The proposed policy includes:

  • Public consultation with stakeholders such as landowners, panchayats, and farmers
  • Clear provisions for rehabilitation
  • Equitable plot redistribution
  • A time-bound roadmap for implementation

Mayor Babla expressed optimism that the Administrator would take the long-standing demand seriously. She stressed that a fair land pooling policy would ensure sustainable and balanced urban development in Chandigarh.
